Chico City Council will address cannabis sales, other big business in open meeting - Chico Enterprise-Record

CHICO — A long-tabled discussion on cannabis sales and approvals will finally be open to public discussion at the Chico City Council meeting Tuesday.

The topic was one of several which the council chose to postpone beginning March 25 during the COVID-19 emergency order, while the public was not allowed to attend meetings. Now that the council is again allowing modified public attendance, the cannabis ordinance will be tackled in a public hearing.

This will be the first reading two ordinances and codified resolution presented for adoption constitutes a comprehensive program to
allow and regulate certain commercial cannabis activities in the City of Chico, presented by City Attorney Andrew Jared.

An amendment to Title 5 of the municipal code is presented to regulate commercial cannabis businesses through an annual permit system for commercial cannabis businesses and to address where commercial cannabis businesses would be allowed and what operating conditions must be met.

The city will also hold a public hearing for recommended changes in the city’s Fee Schedule and suggested fee increases, to address the proposed cost of living increases to Development Impact Fees from Accounting Manager Kathryn Mathes.

The council will also address approval of the legal services and contract with Colantuono, Highsmith & Whatley, PC for the city’s litigation needs.

Councilor Karl Ory’s two requests, to discuss Annie’s Glen in Bidwell Park and the allowance of encampments, will also be heard in this meeting.

Consent business

The council will also vote on:

  • An official franchise agreement with the Chico Certified Farmers Market
  • City Manager Mark Orme’s recommendation to accept supplemental funding for coronavirus relief, totaling $500 million, to reimburse the city for costs required to handle the COVID-19 pandemic and authorize Orme to allocate and expend the funds;
  • A request from Chico Unified School District for a Grant of License to utilize a portion of public right-of-way adjacent to Pleasant Valley High School, 1475 East Avenue, for an enclosed trash receptacle;
  • A required response to the 2019-2020 Butte County Grand Jury’s report;
  • A request from Director of Public Works – Engineering Brendan Ottoboni for a budget modification to the 2020-2021 budget.

The meeting will take place 6 p.m. Tuesday in the Chico City Council Chambers at 421 Main Street.

The public may attend by signing up outside the building, observing social distancing and wearing a mask, and wait for a turn to speak at the podium at a distance from the council. Anyone not able to attend may still send comments to publiccomments@chicoca.gov or to the city’s website client.
