The City of Wilmington is expected to begin closing roads Friday afternoon ahead of a planned protest in the city.

The road closures are expected to start around 3 p.m., though which roads will be shut down and when is not yet known.

Wilmington's Delaware Technical Community College campus will close at 2 p.m. Friday. A spokesperson said "the decision was made due to the street closures occurring at 3 p.m. in the city."

In a press release Friday afternoon, the city said "traffic will be restricted in the area surrounding Tubman Garrett Riverfront Park and along the King Street corridor."

Per the press release, Del. Tech's parking garage and surface lots will be available for free parking Friday night. The college parking facilities are bounded by the area of 2nd and 3rd Streets and Orange and Tatnall Streets.

Because of limited parking and traffic restrictions, the city said it was urging attendees to walk or carpool.

Additionally, SEPTA regional rail service will be suspended in Wilmington Friday afternoon. The last train to arrive in Wilmington is at 12:32 PM and the last train to depart from Wilmington leaves at 1:16 PM, according to SEPTA.

This comes after DART halted service at bus stops on Market St. south of 12th St. starting on Monday. The closure is "until further notice."

The protest planned Friday is against police violence stemming from the death of an unarmed black man, George Floyd, who was in the custody of Minneapolis police and died after an officer placed a knee on his neck area for nearly nine minutes.

The first wave of protests in Delaware began last weekend, when a peaceful demonstration around Wilmington turned into violent looting that damaged many businesses.

Gov. John Carney, Wilmington Mayor Mike Purzycki and several other Delaware officials held a meeting with activists Wednesday to convince them to postpone Friday's planned demonstration in Wilmington.

A recording of the meeting reviewed by Delaware Online/The News Journal shows Carney beginning the gathering by asking organizers to find a "different way" than a protest to make progress on police reform issues.

Protests in Delaware this week have happened in Dover, Newark and Rehoboth. Dover was forced to issue a curfew after protestors looted the Dover Mall.
